No. There is no correlation between favourite and odds. Odds are set by someone like you and me but with great insight into the sport. They set odds what they believe is good. It doesn't mean they always have to be right after all they are humans assisted by bunch of stats and past records. There is nothing which stops one bookie being aggressive and setting odds entirely different than rest of bookies. But as we all know "chor chor mausere bhai" so the bookie which sets odds first is followed by rest.
You will see same brotherly love among your local bookies as well. May be 5 paise difference but they will sing same song. If there is imbalance in odds then it will create chaos and we punter will make huge profit thanks to something called
Betfair.
